Because theres no "suggestions" board, I think some random regular play should sign up for admin before signing up for mod. I think you should only let mod see the admin application board. So when you get mod then you can sign up for admin.

Cole left the server to me, he quit hosting adn im currently doing updates, he sent me client so i can update, this server will be up within a few days and will be 24 7 dedicated.
